The Council of State has appointed Marko Sillanpää, Master of Laws, as Head of the Rail Regulatory Body for a fixed term of five years starting on 1 October 2026.
Sillanpää has worked as a legal counsel at the Regulatory Body since 2021. Prior to joining the Regulatory Body, he held several senior management positions within the transport administration, including at the Finnish Transport and Communications Agency (Traficom), the Finnish Transport Safety Agency (Trafi), and the Finnish Vehicle Administration.
According to Sillanpää, an independent regulatory body plays an important role in ensuring the effective functioning of the rail market and maintaining fair and non-discriminatory conditions for competition.
“My goal is for the Regulatory Body to continue operating as an independent, expert and influential authority. Our task is to ensure that all participants in the rail market operate under clear, predictable and equal rules,” says Sillanpää.
