Rail market

The European Union (EU) has been promoting rail competition through various regulatory changes since the 1990s. Freight transport was opened for competition in 2007. The EU’s international passenger transport services market has been open for competition since 2010, and national passenger transport services markets have been open for competition since 2021, with the exception of public service contracts. Such contracts have had to be put out to tender in the rail transport sector after 25 December 2023.

In Finland, the rail transport market, encompassing both freight and passenger transport, has been opened to competition based on the open access model. New operators wishing to enter the market in parallel to the existing contracts (so-called open access) must notify the Finnish Rail Regulatory Body no later than 18 months before the commencement of the operations. Any new services must also pass an economic equilibrium test if one is requested by an authorised actor.

The current public service contract between the Ministry of Transport and Communications and the VR Group (VR) is valid until 31 December 2030.
